PROJECT DESCRIPTION Comparative analysis of the development of health performance measurement systems for Indigenous health in Canada, Australia and New Zealand. Pilot of local health measurement system in Canada.
PROJECT AIMS Aim to analyse the health measurement systems in three countries and pilot local community driven system.
CURRENT OUTCOMES Comparative analysis finished by the end of 2005. Pilot of local community driven health measurement system finished 2005. . Improved approach to Indigenous health performance measurement at the systems and local level.

PROJECT DESCRIPTION There has been a significant move internationally away from a rights-based agenda in Indigenous affairs. Collective rights, such as self-determination, are no longer the necessary underpinning of strategy in fields of policy and practice such as Indigenous health. What are the implications for policy? What is the relationship between rights and an outcomes-focused policy agenda? Do collective rights such as self-determination continue to have currency in this field of policy?
PROJECT AIMS To develop a framework for Indigenous health within human rights thinking.
PROJECTED OUTCOMES Develop a better understanding of the relationship between Indigenous rights and policy.

PROJECT NAME Examining a core assumption of policy and services for older Indigenous Australians

PROJECT DESCRIPTION One of the key assumptions underpinning contemporary policy for Aboriginal policy in the aged care arena is that the characteristics of Aboriginal ageing are the same as for the non-Indigenous population, only this life transition occurs in a relatively younger age cohort. This project will draw on quantitative and qualitative data to test this assumption and explore the implications of our findings for policy.
PROJECTED OUTCOMES Develop a better evidence based approach to Aboriginal ageing policy.

PROJECT DESCRIPTION Health economics research and analysis has a potentially significant role to play in guiding the reform of practice and service delivery in Indigenous health.  This workshop was held to develop a policy-relevant research agenda in this field.
PROJECT OUTCOMES The key workshop findings for research included: data deficiencies, workforce issues, need for training of health economists active in both academic and bureaucratic Indigenous health issues, evaluation of health program interventions, evaluation of health systems, deficiencies in the funding of Indigenous health research. Two major publications emanated from the workshop.
